The City of Steubenville form of government, established by Charter in 1984, is known as “Council-Manager.” The City Manager is the Chief Executive Officer and is appointed by the City Council. The City Manager attends all Council/Council Committee meetings and advises them on the status of City projects and other matters relating to City government.
She oversees the City Departments and is responsible for the daily operations of the City. The City Manager acts as a liaison between the City and any political unit or organization interested in the welfare and growth
of the City.

Cathy Davison is an experienced public servant, who has a track record of integrity, excellence, and success in municipal government. Although Cathy was born in rural Michigan, she, her husband Jim and son John now proudly call Steubenville home.
In her more than 12 years of government experience she has held a variety of positions. Most recently, before becoming the City Manager for the City of Steubenville in March 2010, she served as Town Administrator and Budget Officer for the Town of Murfreesboro, North Carolina. While in North Carolina she oversaw the day-to-day operations of the Town, as well as the budget process, finance operations, debt management, and risk management.
Before going to Murfreesboro, she was the Small Business Development Manager for the City of Franklin and Southampton County, Virginia in partnership with Franklin Southampton Economic Development, Inc. While there, she successfully spearheaded efforts to create an award winning international business incubator while successfully assisting businesses to graduate from the incubator into storefront space in the surrounding communities.
Cathy has also served in the several capacities in local government and private industry:
Beyond her family and work experiences, Cathy has enjoyed a variety of opportunities to expand her knowledge and skills, both academically and professionally. She holds a Bachelors of Arts in Political Science and Liberal Arts from Anderson University, and a Master of Professional Studies from the University of Denver in Organizational Leadership and Human Resources Administration. Cathy also holds a Masters Degree in Public Administration and Government Finance and Budgeting from Norwich University. Cathy is a graduate of the University of North Carolina Chapel Hill’s School of Government’s Public Executive Leadership Academy. While participating in the International City/County Manager's Association, Cathy has served on the Task Force to Review Local Government Management: Its the Career for You. All of these experiences have developed the necessary skills to lead the City of Steubenville into the future. She is committed to working with City Council to implement their vision of tomorrow's Steubenville.
