     Richard Perkins, 2nd Ward Councilman, served on City Council from 1972-1976 and was appointed to fill unexpired terms both in 1986-1987 and 2000-2001, and was then re-elected to serve the 2006-2010 term. Mr. Perkins graduated from Steubenville High School and attended the University of Steubenville. He is the Head Regional Manager for the Pittsburgh Brewing Company.

     Mr. Perkins is married and has three children. His wife Betty is a Professor at Franciscan University. He has three daughters - Melissa, a Pitt graduate and an Duquesne Masters graduate; Nikki, a Ohio Dominican College graduate and an Ohio State Masters graduate; and Natalie graduate Mount Union College and student at Duquesne Master Program. Mr. Perkins serves on the Service, the Planning, the Public Utilities, and the Parks and Recreation Committees.
