Richard Perkins, 2nd Ward Councilman, served on City Council from 1972-1976 and was appointed to fill unexpired terms both in 1986-1987 and 2000-2001, and was then re-elected to serve the 2006-2009 term. Mr. Perkins graduated from Steubenville High School and attended the University of Steubenville. He is the Head Regional Manager for the Pittsburgh Brewing Company.

Mr. Perkins is married and has three children. His wife Betty is a Professor at Franciscan University. He has three daughters - Melissa, a Pitt graduate and a graduate of Duquesne University with a Masters degree; Nikki, an Ohio Dominican College graduate and a graduate of Ohio State with a Masters degree; and Natalie, a graduate from Mount Union College and a student at Duquesne University in a Masters Program. Mr. Perkins is the Chairman of the Parks and Recreation Committee and also serves on the Service, the Planning, and the Public Utilities Committees.
