     The Steubenville Parks and Recreation Department is responsible for the upkeep of all parks, the Belleview Municipal Pool and the MLK Recreation Center. The Department employs full time Director of Parks , 4 part-time permanent Recreation Aides and a total of 38 seasonal employees which includes: Pool, After School and Summer Food Program staff. Troy Kirkendall heads the Steubenville Parks and Recreation Department. The Department offers a variety of recreational activities and encourages the citizens of Steubenville and the surrounding areas to take advantage of all the opportunities it provides.

     Troy began working for Steubenville Parks and Recreation on the 28th of February 2011. He brings more than 12 years of experience in the field of municipal recreation which began with a Bachelors Degree in Recreation and Parks Administration from Kansas State University in 1995 including a minor in Natural Resources and Environmental Sciences. Troy has worked in smaller cities with a population of less than 3,000 to larger municipalities of just over 100,000. In December of 2000 Troy received a Masters Degree in Public Management with an emphasis in City Management from East Tennessee State University.

     Troy is a certified parks and recreation professional CPRP as well as a certified playground inspector CPI. He enjoys spending time with his daughter Caitlyn who visits during the summer outside geocaching, playing disc golf, tennis and hiking. Troy was raised on a small farm in Kansas and enjoys working in a smaller community and is looking forward to serving the residents of the City of Steubenville.
